Scope Overview
The KC-46 Pegasus program must produce airworthiness compliance reports aligned to MIL-HDBK-516C Section 13 and its associated standards. Reviewers must confirm that each Certification Basis (CB) criterion is supported by current test results and that non-compliance is clearly tied to underlying data. Manual review is slow and repetitive. Test reports and Certification Basis spreadsheets arrive in different formats, with key graphs and results often buried in lengthy PDFs. Engineers must match each CB criterion to the correct evidence and draft a consistent Compliance Report (CR) with standardized structure and citations.
KC-46 assessments must remain aligned to the current Certification Basis and updated test artifacts, yet review cycle time is driven by evidence assembly and formatting rather than engineering analysis. To address these challenges, Shipcom developed the AI-Enabled KC-46 Auto-Compliance Generator (Figure 1).
Shipcom automates KC-46 airworthiness compliance by structuring test data, applying LLM analysis, and generating standardized, traceable Compliance Reports efficiently securely.

Shipcom’s KC-46 Airworthiness Compliance Generator combines deterministic ingestion with a structured data store based on a semantic model for Section 13 criteria, test artifacts, and Risk Assessment Code (RAC) inputs. The application ingests multi-format test reports and Certification Basis files, normalizes criteria, and generates criterion-level Compliance Reports with preview and download.
A private, secure Large Language Model (LLM) supports an in-application chatbot and drafts rationale text when interpretation is required, while the system surfaces relevant graphs and tables for non-compliant criteria. RAC entry supports probability and severity per criterion, with codes calculated in accordance with MIL-STD-882E. Deployment has progressed from an air-gapped laptop to cloud environments, including AWS GovCloud readiness and Impact Level 5 (IL5) Platform One planning.
